Add your water, vinegar, soy sauce, sugar, garlic and ginger in a large pot. Mix well. Place chicken in and bring to a boil.
Once boiling, turn heat to a medium-low or to a slight simmer. Cook for 20 minutes, turning the chicken 10 minutes in.
When 20 minutes is up. Move chicken to the side or take chicken out and reduce sauce on medium-high heat until it’s thick.
Turn heat off and place chicken in tossing in thick sauce. Garnish with red chili and parsley. Enjoy!
